Franklin Mall Redevelopment Plans Halted in Philadelphia

Plans to redevelop Franklin Mall in Northeast Philadelphia have stalled following the withdrawal of a prospective buyer. Real estate investor Dean Adler is no longer pursuing the 1.6 million-square-foot shopping center.

Previously known as Franklin Mills and Philadelphia Mills, the property has faced declining occupancy and financial challenges. The mall will now be removed from the market while its receiver focuses on improving leasing activity.

Adler announced in April 2026 that he was under contract to acquire the property. His proposal included transforming the struggling retail destination into a mixed-use development.

The redevelopment concept featured a youth sports facility, hotel, and water park. However, the proposed acquisition is no longer moving forward.

Franklin Mall originally entered the market in December 2025 following significant financial difficulties. A $290 million commercial mortgage-backed securities loan matured in 2024, and the property subsequently entered receivership.

OPEX CRE Management, the court-appointed receiver, currently oversees the property. According to the firm, the mall’s occupancy has declined to approximately 40%.

Rather than proceed with a sale under current market conditions, the receiver plans to attract additional tenants. The strategy aims to strengthen the property’s leasing performance before reconsidering a potential disposition.

Additionally, the lender and bondholders support efforts to improve the shopping center’s overall financial position. No timeline has been established for bringing the property back to market.

The decision highlights the challenges facing large, underperforming retail properties throughout the commercial real estate market. Declining occupancy, financing pressures, and substantial redevelopment costs can complicate acquisition opportunities.

Furthermore, repositioning traditional shopping malls often requires significant investment and alternative uses beyond conventional retail. Mixed-use redevelopment concepts may introduce entertainment, hospitality, residential, or recreational components.

For Philadelphia’s commercial real estate market, Franklin Mall remains a notable example of the difficulties surrounding aging retail properties. Its substantial footprint presents opportunities, but also creates challenges for leasing and redevelopment.

The receiver’s immediate focus will remain on attracting tenants and improving the property’s market position. Future redevelopment or sale opportunities will depend on the mall’s performance and broader investment conditions.

Although Adler’s proposal has ended, Franklin Mall’s long-term future remains an important consideration for Northeast Philadelphia’s retail landscape.
